About
CapCivic Strategy is a partnership between Kate Crowley, Founding Partner of CapCivic LLC, and Peter Haney, Founding Partner of Poligroup LLC. Kate and Peter worked closely together at a Top 10 public accounting and advisory firm—Kate as a principal and Public Sector Advisory practice lead; Peter as a public sector management consultant and government industry business development leader. Kate has since started her own consulting practice, CapCivic, focused on capital strategies for community impact, and Peter has started his own consulting practice, Poligroup, focused on public sector growth and political strategies.

Prior to starting CapCivic, Kate was a Principal & Practice Leader of Baker Tilly's Public Sector Advisory practice, leading a practice of 100+ consultants and serving clients nationally for 15 years on public sector and capital strategies.
Kate holds a Bachelor of Science in Economics from the University of Wisconsin-Madison and a Master of Urban Planning from the University of Illinois at Urbana-Champaign. She is registered as a Municipal Advisor Principal (Series 50 and 54) with the Municipal Securities Rulemaking Board (MSRB).

Before his work with Poligroup, Peter led Business Development for a large Government & Public Services practice of a Top 10 public accounting firm. He also served local governments, tribes, and public utilities as a Public Sector Management Consultant.
Peter holds a Bachelor of Science in Supply Chain from the University of Illinois Urbana-Champaign and a Master of Arts in Public Policy from Northwestern University. He also completed the London School of Economics' certificate program in Political Economics.
